Arthur L. Howard organized the A. L. Howard Co. in New Hallville, Connecticut prior to establishing his Company in New Haven in 1877. On March 7, 1881 a fire burned his business to the ground. He would later work for Winchester, the U. S. Cartridge Co., and finally for the Dominion Cartridge Co. Here are two examples of essentially identical tools...notice how the boxes were slightly modified to reflect sale by the USCC.
